The plans for the new scenic board are to simply double up the figures in slightly larger hexes and use some proper terrain, the scaled down houses will work well for this I think. I find 15mm figures so fast to paint up now, the horses in particular I enjoy. 40mm's demand many hours spent on them and I struggle a bit. I guess your 28mm dragoons are somewhere in between.
